The growth of global trade and increasing security threats have forced Customs administrations to shift their focus from collecting duties to securing international trade.

The World Customs Organisation (WCO) drafted the Framework of Standards to Secure and Facilitate global trade (SAFE) to assist Customs administrations in meeting these new challenges.WCO

Developing an Authorised Economic Operator programme is a core part of SAFE; creating Customs-to-business partnerships that secure the supply chain and facilitate legitimate low-risk trade.

AEO Programs have been developed by customs administrations around the world. In Europe the program is called Authorised Economic Operator (AEO), while in the United States it is known as Customs Trade Partnership Against Terrorism (CTPAT)
